Views on Setting up the Commission to Investigate Russian Influence

The act establishing a National Commission to investigate Russian influence on the internal security of the Republic of Poland 2007–2022 became law on 31 May 2023. It was then amended by the president on 16 June.
In the CBOS survey conducted after the act was passed, the amendments announced and some of them passed by the Sejm, there was a predominance of critical reactions to the creation of a commission to investigate Russian influence. Almost half of the people asked (47%) were opposed to its establishment, while a third (31%) supported it and a large group (22%) had no opinion.

Those in favour of the commission’s creation were a majority of the electorate of Law and Justice. Supporters of opposition formations, to a greater or lesser extent, were predominantly against.

This ‘Current Events and Problems’ survey (398) was conducted using a mixed-mode procedure on a representative sample of named adult residents of Poland, randomly selected from the National Identity Number (PESEL) register. Respondents independently selected one of the following methods: Computer Assisted Personal Interview (CAPI); Computer Assisted Telephone Interview (CATI), respondents receiving researchers’ telephone numbers in an introductory letter from CBOS; Computer Assisted Web Interview (CAWI), where respondents filled in the online questionnaire independently, gaining access by means of a login and password provided in an introductory letter from CBOS. The survey was carried out between 5–18 June 2023 inclusive on a sample of 1054 people (59.3% using the CAPI method, 25.8% CATI and 14.9% CAWI). CBOS has been conducting statutory research using the above procedure since May 2020, stating in each case the percentage of personal, telephone and internet interviews.
