Thoughts on Housing Policy
Among the people surveyed on this issue, by far the largest group are of the opinion that the state should first and foremost make it easier for people to buy or build homes that they will own. Much smaller, similarly-sized groups of respondents think that, above all, the state should be providing social housing for people who are less well-off or prioritising affordable housing for people to rent either individually or through housing co-ops. In almost all the socio-demographic groups analysed the top answer was that buying homes to own should be made easier. An exception were pensioners and people aged 65 and over, who were a little more likely to indicate that the state should primarily support social housing.

This ‘Current Events and Problems’ survey (424) was conducted using a mixed-mode procedure on a representative sample of named adult residents of Poland, randomly selected from the National Identity Number (PESEL) register. Respondents independently selected one of the following methods: Computer Assisted Personal Interview (CAPI); Computer Assisted Telephone Interview (CATI), respondents receiving researchers’ telephone numbers in an introductory letter from CBOS; Computer Assisted Web Interview (CAWI), where respondents filled in the online questionnaire independently, gaining access by means of a login and password provided in an introductory letter from CBOS. In all three cases the questionnaire had the same structure and comprised the same questions. The survey was carried out between 21 August and 1 September 2025 inclusive on a sample of 917 people (64.6% using the CAPI method, 18.8% CATI and 16.7% CAWI). CBOS has been conducting statutory research using the above procedure since May 2020, stating in each case the percentage of personal, telephone and internet interviews.
